local co-op issue

I was playing the local co-op mode and then we noticed that when we add 4 players that the 4th player was able to fire the primary weapon but fires the side arms just fine and this extended to mechs aswell the 4th player was only able to use 1 of the obsidians guns and on the lumberer was only able to use the cannon
are there any other ps4 players that have had this issue and if so what was done to fix or resolve the issue
I have checked for an update but it shows that version i have on my console is the latest.
