Most people have said that this error was solved by simply reinstalling the game again.
Please try this first.
If this does not work try PlayStation's tips:
- Close the application, install the latest System Software and game updates and restart the system.
- If you have upgraded the Hard Disk Drive ("HDD") in your system, please re-install the original HDD.
- If the error occurs again, back up your saved data, and then go to [Settings] > [Initialization] and choose [Initialize PS4].
- If the error occurs with every application, or as soon as the application starts, please contact PlayStation Support.

This game is now unplayable. Online play wont load at all(with all other streaming services working just fine). When we try local play we get this error code every single time. We cant play at all. It's ridiculous that a digital game has so many fatal problems.
I have the same damn problem since yesterday : Impossible to connect to online services at the screen menu. "Booting ship online capabilities" appears and stick there for 1 minute or so and then, a warning message pops up stating that it is currently not possible to connect to multiplayer. At that point, when selecting "continue" to play in single player mode, then the game crashes with the CE-34878-O error all the time. I already re-initialized my PS4 and the problem is still there.
