If you cannot move in game, check the controller configuration menu for the game within Steam, NOT the general controller settings or the controller settings in game. Sometimes it can be mapped wrongly causing the unresponsiveness.

Failing that, disable Steam Big Picture mode. In this mode sometimes controllers act strangely.

There could also be an issue with Steam Link. Try to connect directly to your PC.
